STEPS
TAKEN TO RESOLVE (from call to Microsoft):
In
the Internet Services Manager, create the application for the project being
debugged (right
click
on the c:\inetpub\wwwroot\pcswebapp3 directory in the IIS manager, and click
the “Create”
button
to create that virtual directory as an application. For more information

From the Start menu, click Run, type dcomcnfg.exe, and then click OK.

On the Applications tab, scroll down to the Machine Debug Manager, and
double-click it to view
Properties.

On the Security tab, click "Use custom access permissions", and then
click Edit.
